Christopher D. Whitney
During his business, legal, public service and military service career, Mr. Whitney has led public and private companies and institutions and a Colorado state agency, practiced law as a private practitioner and as inside counsel and senior advisor to publicly held companies, and served in Vietnam and as a presidential translator on the Washington-Moscow Emergency Communications Link (the “Hot Line”) as a Captain in the United States Air Force. An experienced negotiator, he has conducted complex business negotiations in Russia and the former Soviet Union and The Bahamas and has chaired and participated in the leadership of several state and local public policy and non-profit agencies and organizations. He received his undergraduate and graduate degrees from the University of Colorado and his law degree from Georgetown University.
Leadership and Management
Brand Commissioner, Colorado Department of Agriculture. Since November 2011, led and managed the 68-person Brand Inspection Division of the Colorado Department of Agriculture. Although an agency of state government, the Division is 100% cash funded by Colorado’s livestock industry and receives no government/taxpayer funding.
President and Chief Executive Officer, Grand Gaming Corporation. Led publicly traded resort and gaming company.
Office of the President, Resorts International, Inc. Served as one of two officers comprising the leadership of this publicly traded resort and gaming company with approximately 6,000 employees.
Design, Management and Operation of Law Departments for Public Companies. Served as executive vice president/senior vice president, general counsel and chief of staff to several publicly traded companies, including Resorts International, Inc. and Harrah’s, Inc. (Eastern operations) and to affiliates and divisions of Holiday Inns, Inc. Responsible for legal, regulatory and administrative performance of the companies’ hotels, casinos and related operations.
Problem Solving/Complex Discussions Involving Multiple Stakeholders
With Chief Executive Officer and Chief Financial Officer, led team that accomplished financial restructuring and the emergence from chapter 11 bankruptcy proceedings of Resorts International, Inc. Conducted complex negotiations with shareholders, bondholders, regulators, vendors, courts, and the government of the Bahamas while communicating with and allaying the concerns of customers and approximately 6,000 employees.
Traveled multiple times to the Soviet Union/Russia to conduct negotiations on behalf of American business and public clients as an associate in the Washington, D.C. law firm of Fried, Frank, Harris, Shriver & Kampelman.
Commissioner, State Board of Stock Inspection Commissioners. Appointed by Colorado Governor to 5-person state board charged with responsibility for growing and protecting Colorado’s $3 billion livestock industry.
Center of the American West. Vice-Chairman and member of the Executive Committee of the Center, which was founded at the University of Colorado in 1986. The Center has published numerous books and reports and produced and hosted forums on a wide variety of subjects important to Coloradans and the American west including water, land use, public lands, fracking, urban growth, mine reclamation, and energy production and consumption.
El Paso County Planning Commission. Served as counsel to the El Paso County Planning Commission in 1978-1979 while an associate in the law firm of Quigley, Palermo & Warren, P.C.
Captain, United States Air Force. Decorated for service in Vietnam (Bronze Star) and as a Presidential Translator on the Washington-Moscow Emergency Communications Link (“Hot Line”) (Joint Service Commendation Medal).
